Create service to determine filetype of filerefs

We currently use the suffix to determine the type of files. However, some images have double suffix names e.g. ome.tiff. Also users may use the wrong extension for a particular file.
As a first instance we want to be able to capture double suffixes. We may also look at actually checking if the filetype is what the suffix claims.
