Image batch tagging tool does not let editor of collection batch tag

I logged in as a user that only has editing access to ASU lichens, then entered the Image Search. I conducted a search of only ASU specimen records. On the resulting page, there was no pencil icon for batch tagging the images.
Frank B reports the same issue.
