- List-up what service need to access secret.
- Add interface or util that not bind to specific cloud provider.
- Add implements Google Secret Manager for this interface.
- Test code to confirm that can access GSM by this interface.
- Deploy Test: Modify helm-charts.
- Migrate remain services each at one.
