Undeprecate puzzles

Puzzles were deprecated in 1.5. We should bring them back!
It should be possible to edit puzzles in the sandbox again, both test play and simulation, and allow them to be played from a community site. Currently "test play" does not work and attempting to play from a community site starts the level in the puzzle "simulate" mode.
