JNG-371 ⁃ Check if dimensions are unique

Check if no multiple measures belonging to the same dimension, ie. if Length is defined then no another measure with the same dimension (Length * s / s) is defined).

Move calculation of dimensions to PsmUtils and MeasureUtils, call them from measure adapters.
