Menu does not work - popper.min.js and bootstrap.min.js - are missing in dev console

Hi I upgraded to BE 3.38, when I access my blog with HTTPS, I get the most recent post but the hamburger menu does nothing when clicked and I dont have the side columns as usual for accessing admin zone as before. I need to add /admin to the url to access it. Here is a snapshot of Devtools in edge when I access the blog
