basement layer of recipes/devel/win

hey, why recipes/devel/win/ stuff isn't moved to the win32 basement layer?

same for the msbuild.yaml and vsenv.yaml in plugins directory.

The idea is that the basement recipes provide the necessary recipes, classes and plugins to build projects with the most common build systems on all platforms. From the readme:

Most importantly it provides standard classes to handle common build systems and other standard tasks.

So these Windows tools are included because they provide essential prerequisites. Otherwise the cmake class would not be usable on MSYS2.
