known issue: WSL peer can't connect to windows server on same machine

It has been found that a WSL client (running ./ptop) will fail in its connect call to a local (same machine) server on windows.
The same WSL client connects perfectly fine to a WSL server so it is believed this bug is simply due to underlying architecture with WSL and Winsock not being able to communicate locally.
