second step of create a new menu in customizer shows unused menu locations

Since menu locations are dynamically handled in the theme, certain locations are removed/added when they are actually in use. The second step of the create a new menu process in the customizer shows all locations, used and unused. The unused locations should be removed from this listing.
In this screenshot, only Main Menu and Social Icons should be displayed as locations the new menu can be assigned to:
