Incorrect body text color when setting background image effect to "Parallax"

When the Site Background Image is set to Fixed, the body text is the text-contrast for the neutral color, which is correct.

If I set it to parallax, the text uses something else for the color, which is incorrect.

The current logic is by default the body is text-contrast from the neutral color.
