It is not clear what the timezones are for the HABSOS data and what to do about the missing timezones in the FWRI data. I have emailed NOAA NCEI for clarification on HABSOS time zone definition

From NCEI about time zones and QA codes:
Yes the time zones are in GMT time. Some of the times (most are TX I believe) are wonky as they were mistakenly ingested as "local" time and converted to GMT again when we were populating this updated database. Hopefully the work to smooth those out will be completed soon.
