Converting single-volume diffusion data fails

Describe the bug
If diffusion data only has one volume (e.g., only one diffusion direction and one b-value), brkraw tonii fails with error message Conversion failed.
Environment
- brkraw v0.3.8-rc1
- PV6.0.1 data sets
Additional context
The issue comes from the extraction of the b-value parameter. When a single effective b-value is present, a scalar is extracted, while later steps in brkraw tonii expect an array.
