When toggling PUBLIC -> PRIVATE (or vice versa), need dialog to confirm.

It's probably too easy to click PUBLIC by accident and convert a folder to PRIVATE when not intended. When changing the public/private status of a folder, there should be a dialog box to confirm. The relevant file is ide/ide.js.
