[Feature] Hot/Cold Launch

Add a mechanic to allow rapid deployment of missiles. Using two methods:

  • Cold Launch (Faster) -> Requires greater setup but is completely reusable
  • Hot Launcher (Fastest) -> Damages the silo and requires repairs before it can be used again
  • Current -> Existing system where engine warms up and rocket slow climbs. Technically would be a hot launch IRL but want to leave a non-destructive default.
