Spear Expertise always adds the conditional bonus as if epic

Heroic- and paragon-tier characters with Spear Expertise are getting the conditional "+3 to damage rolls when you are charging" as if the character is Epic-tier. Coding for the conditional on Spear Expertise appears to be the same as the conditional on Light Blade Expertise, which does not have this issue.

Double-check and remove the older, non-arena version of Spear Expertise on line 617 of 09-feats.part (at this time).
