Secrets of Belial retrain is too broad

Secrets of Belial is letting me retrain Harper Pin powers and I can pick up level 22 utilities as well as the Chasme Transformation boon

Uh apparently I can retrain Feylights into Feylights, as well as grab other PPs U12s, though strangely only E class U12s, tried checking for non E class PPs U12s and they weren't there.
