Order Adept does not allow taking Herbal Healing when Heal is trained

Order Adept F5 doesn't allow Herbal Healing to be taken as a Wizard Utility even if the character has Heal trained. Confirmed Herbal Healing is allowed when Heal is trained if it's not being taken via Order Adept.
