Implement powers are using non-proficient implements

To replicate:

  • Create a character with a class that has implement powers
  • Add and equip a magic weapon (not usable as an implement)
  • Add and equip a non-proficient implement like a holy symbol for a wizard
  • Select an implement power: it will use the highest-enhancement weapon or implement, regardless of implement proficiency
