Arabic chars not rendering in pdf template

LSNJ reports the attached guide with the attached answerfile renders question marks in text boxes in pdf template.

Text templates are rendering correctly so this is not a font issue
Text template where top is arabic string literal bottom is pulled from a var, works both ways.
Japanese which is LTR but non-roman also fails to render properly

This is caused by lato not supporting unicode. Arabic confirmed to render in Times New Roman and Arial. Fails in current google webfonts, Courier New, Lucida Grande, and Roboto

Should add support for more unicode fonts like noto https://www.google.com/get/noto/
