Is your feature request related to a problem? Please describe.
We don't have contributing guidelines for pysap. We should make sure to have to have users contribute in the most efficient way for us.

We should basically copy-paste the CONTRIBUTING.md from modopt.

Not ideal though to have contributing guidelines scattered around. One point again in favour of using submodules instead of "plugins"?
