NPRI coverage + link to IW+

Need to better the link between NPRI and IW+. So afr it's only been done relying on CAS number and obvious links based on names. Will have to modify the emissions to create residuals that will then be linked to default values of IW+, e.g., speciated VOCs that could not be matched to IW+ should be gathered (their quantities) and characterized the default values of NMVOC from IW+.

Flows are better linked to IW+, but there is probably still problems.

Comparing results from openIO Canada to EXIOBASE for Canada only (both only for intermediate exchanges) we get ratios of:

EXIOBASE is very poor in terms of pollutants for ecotoxicity, but for the rest is pretty good. There are probably issues either with the methodology, or with the data from the NPRI itself.

Following up on this issue. NPRI only covers the biggest industrial sites that are willing to share their data on pollutants emissions. The coverage is thus limited, hence why the match with exiobase is very poor outside of GWP, energy use and water use (which are not covered by NPRI but by physical accounts).

Need some kind of algorithm to scale-up emissions based on the ones that are provided by NPRI to obtain a relevant estimate.
