Implement public, pinned annoucement for file uploads.

This is a high priority user story the team agreed on. When setting up the basics of a class, the instructor should be able to post important documents and announcement for the class, and these posts should be pinned in some way so that students entering the forum would understand its importance. Setting up the resources is one of the keys of successfully running a class forum.
