How to handle vss-tools submodule

Do we still need it?

For what?

If yes: How/when to update

If not: Remove!

I do not think we should keep the submodule. vss-tools and vss standard catalogue are different things, and one may be used without the other.

I tried removing it in #768 , if that seems a good approach moving forward, maybe comment the open points directly there.
