[FEAT] Set up translations pipeline to translate Blockstack Connect's sign-in

Summary

To hit MVP ROADMAP goals, we need Blockstack Connect's sign-in information to be translated into Dutch.

Setting up the contribution pipeline from Translations team to Blockstack Connect's UX/UI flow will allow for this to happen. Once set up, we can also translate into Arabic, Hindi, Chinese Mandarin, Italian, French, Russian and other languages.

Motivation

Why are we doing this?
Without Dutch translations, onboarding will be stuck since Dutch speakers will be required to know English to sign in.

What use cases does it support?
Signing into the platform. We need this to be done before MVP launch on our ROADMAP. Without it, this will block dutch speaking users in Belgium.

What is the expected outcome?
Belgian users will be able to sign into Blockstack's platform reading instructions in Dutch.
Later on, we can use this same contribution flow to translate it into other essential languages.

Possible Alternatives

We can submit Pull Request directly to Blockstack connect's UX/UI repo.
In the long term having contributors do this directly might be complex.

Having a data set that is pushed directly to a gSheet that Blockstack can use makes process faster.

To start, I added all the text from the various screens in Blockstack Connect to the Display Text document in Google Sheets.
