Qermit submits Identity circuit

MitEx constructs a circuit for the identity term of my hamiltonian. This is a circuit with no measurements.
The MitEx routine automates the submission of this circuit to a backend. Since the circuit does not have any measurements, there is failure. Failure with QuantinuumBackend
