When data file is uploaded, treatment labels reset to default

After update 4.1.0, if the user first copies in new treatment labels (load data, step 2), then uploads their data file (load data, step 1), the treatment labels are replaced with the default. Do we want this behaviour?

The update text is not accurate:
"During a session, any data uploaded remains uploaded when switching between outcome types. Previously entered labels can also be reloaded."

Suggested text:
"During a session, any data uploaded is removed when switching between outcome types."
