As an end user
I need the ability to rate recommendations shown to me
So that the service understands which recommendations I like or dislike to refine future recommendations
Details and Assumptions
We will store recommendations rating in a PostgreSQL database
Acceptance Criteria
Given the recommendations service is running
When a recommendation rating action is taken
Then the rating in the request body should be updated in the DB
