Build a UI for creating recommendations

I want to create a record for each user
So that I can provide recommendations to the user.

A BDD test suite that runs integration tests using selenium will be needed

Given I am logged in as a manager
When I press the "Create Recommendations"
Then I should see a record of the user including a recommendations type.
