Add auto-parsing of CSV data

@SteadyCadence mentioned the need to be able parse CSVs and associate the header rows with fields used by Cadasta. This is something the Cadasta front-end does for users today, meaning that it may be possible to port that logic to the API. Alternatively, maybe this is something that should be exposed via the Cadasta API?
