Smooth scrolling doesn't work well

Describe the bug | 问题描述
Scrolling doesn't work as expected. When I roll the wheel, page begins scrolling but then scrolling is getting slower, then faster, then slower. So scroll is not smooth at all, but makes kinda jumps.
To Reproduce | 如何重现
Expected behavior | 期望结果
When I roll the wheel, page starts scrolling. If I continue rolling the wheel, scrolling is getting faster until it gets the highest speed. After that scrolling continues on this speed till I stop rolling.
