[UX] Confusing Selector in Layers

Current Behavior
From OSDP
When the Layers tab is selected along with a specific sublayer, a configurable list of checkboxed items is available to toggle visibility of the sublayer components. If there’s more than one option with a checkbox then the list begins with an item in the same format as the list called “Name”, with the same vertical separation as the other list items. To the end user, this appears as just another list item that happens to be missing its icon.
However, what the real intent is for this line is to provide the user with the power to toggle the visibility of all items on or off in a single click. To fix the UX to convey this I recommend the following:
Format the master header as a header, bolding it to differentiate it from a detail item
If the vertical distance between each item is 1 unit, give it 1.5 units before starting the first item below the title, again setting the title apart
Rename the title from Name to something meaningful, telling the user what it will do for them and that’s aligned with the vocabulary used in the viewer now, like Toggle visibility
