Building highlighting occurs over shade

Describe the bug

Buildings can be highlighted while the shade is open on screen.

To reproduce

Open the map or newspaper and wave the mouse around, buildings should be highlighted in white.

Expected behavior

Building should not be intractable while inside shade.
