Mizar does not cleanup when yaml has been deleted.

Repro steps:

  1. Create a 1-master 1-worker kubernetes cluster with kubeadm.
  2. Deploy mizar as the network provider via by creating deploy.mizar.yaml from mizar repo.
  3. Delete the mizar yaml file. This should result in mizar daemon and operator pods going away, and cleanup of all loaded XDP programs as well as veth interfaces. This does not happen.
