Issue summary

for the ActiveProposals storage in pallet committee, there are only insert logic but no remove logics

  • should remove proposals in ActiveProposals after executing/closing

Or

  • add status field to the Proposal type
  • remove ExecutedProposals
  • remove ActiveProposals
