Use lower privilege users for data ingestion, higher for provisioning

Issue summary

In New Relic, we should use lower-privilege API keys for data ingestion (i.e., the ones that are provided to the service itself) and higher ones for provisioning (i.e., the ones that create the necessary NR resources).
