As soon as we decide on a format for snippets and get a few going, we need to make a builder script with all the necessary components.

Like use webpack or npm scripts to build all files?

No, a node script. Take a look at https://github.com/30-seconds/30-seconds-of-code/tree/master/scripts for example :)
