Sunset phase for unmaintained snippets

The time has come for unmaintained snippet repositories such as Dart, Go, PHP and C# to enter a sunset phase. We will take a look at traffic and figure out which content will be removed and proceed to remove it from the current configuration in the coming months.
Tasks
- Analyze traffic and search traffic/SEO impact
- Remove projects from configuration and unlink submodules
- Add 410 (gone forever) redirect rules to the redirects file with a splat. Something like the following should do:
/dart/* / 410
/go/* / 410
