Experiment with article tweets

We could look into the Twitter bot code tweeting a link and the excerpt of new articles every deploy or even scheduling them (as they will not be available for preview on deploy) or adding a new actions workflow that does that once or twice a week. Let's brainstorm!

There is no interest in implementing this currently. Article tweets should be customized, so we should initially stick to scheduling them by hand.
