Support offline first functionality for validation pages and add backend interaction

1. Since we want our whole application to have an offline-first functionality feature, our next implementation should be the validation part of the project. The expected behavior is that our app's functionality shouldn't be broken in any way when a user doesn't have access to an internet connection.

The functionality should operate similarly to that of the nurse app.

2. Calls to the backend should also be added when necessary to very and load reports.
