Steam still downloads all the games

I was searching for an option to just locate games in the steam library, or refresh the library. As that apparently doesn't exist (FOR WHATEVER REASON), I came across you nifty program. The problem, that I also had before with other methods, is that after going through all the existing files (and every file is existing because I just copied all the files from my old disk, to my new disk), Steam still wants to download the whole game again. But when I pause it and go to the game and to properties I can see the local files and all the files are there, but Steam still wants to copy them. Do you have any solution? The manifests are all there...
