Welcome page "recent" projects to list all projects

The welcome dialog displays a list of recent projects (from settings.json). The dialog should display all projects under the icesickle/projects directory, since due to recent changes the projects are saved there.
(Note: recent projects can still be, and are, listed under the File > menu)
