Taskbar Cut Off After Unistall

Hey I really need some help here. I see that everyone is having the same taskbar cutoff issue after the windows update. I uninstalled in attempt to fix the issue. After rebooting I had a normal taskbar, until I open some applications and the task bar cuts off again. How can I fix this if its not even installed. Really appreciate any help!

Project is pretty much dead. No updates for over a year.
