feature: automatically update devices if changes are made to bound templates/policies

I'm working on this functionality and will submit PR.
currently functionality exists for policy list updates, added a previous PR #124 to add for policy definitions. Will be adding for central policy, feature templates and device templates and hopefully local policy.
