No, this is an empty scaffolded web application right now; it does not do anything. I started work, then abandoned it to work on other things. We have done various citizen facing open311 clients over the years. This was going to be a client that did not use the open311 protocol to get around limitations of open311.

Feel free to email me and we can see about finding a web application to allow citizens to submit tickets. We have a few older applications that we don't use anymore.
