New banner for Beacon downtime on ABP

HR is releasing a Prod update to Beacon Monday 2/21. We need a banner on APB to announce Beacon will not be available on 2/21 for users.
Banner language: Beacon will not be available on Monday, February 21 due to a system upgrade --- In Red
