Do not deliver "NO NAME" as a feature name

Several 2022 feature classes include the all-caps text "NO NAME" in a name column. NULL would be better.

We noticed this when labeling park and open space. The vendor did not deliver "NO NAME" names in 2014 so we had to update our labeling rules to filter these.

Here is a full list of feature classes where "NO NAME" appears as a name.

• MEDIAN (street_name)
• OPEN_SPACE_NO_PARK (name)
• PARK (park_name)
• RAILROAD (name)
• RAILROAD_STRUCTURE (name)
• TRANSPORT_STRUCTURE (name)
