things exist to get notified on file changes (inotify), should use that and cleanup some of this shoddy code while at it

makes more sense to get network info using system network libs similar to sstat/ip-indicator, might as well redo that as well. this leaves the current situation to be fixed as follows:

• redo config (lots of questionable define business atm)
• redo network info (more info such as ip, ssid, maybe base the notifications on ip change as well)
• battery nofications based on file changed events of battery state instead of polling
