Sample quil app instructions in Installfest - copy to other platforms

PR #153 added the instructions to start up the new sample quil app to the OS X Installfest instructions. Need to copy those over to Windows and Linux.

I'm going to close this issue since all four setup docs got the sample quil app startup section.
