Change HQ to Command

As agreed on the May Monthly Meeting "HQ" will be renamed to "Command". https://www.carpenoctem.co/forums/m/26081621/viewthread/33533769-more-sentimental-callsigns-for-command-elements/post/139671149#p139671149
ToDo:
- update ACRE2 long-range channel names
- update slotting group name from "GM" to "COMMAND", individual role slots within the group stay as "Game Master"
- update map marker name from "GM" to "COMMAND"

Does BLUFORCE tracker show GM element at all?
