Capability to shutdown / restart the stream when the big guy is ZZzzzz'ing

I've got two possible solutions:

Add Admins and give them the option to turn off the stream / restart unity

Admins could prove useful for other stuff too and is probably the easiest solution. Adding a list of admin commands a whitelist of users who can run them. Restarting unity could be a bit tricky but turning of the stream shouldn't be too hard. OBS has a websocket plugin which could be used to turn off the stream.

Just restart unity when it crashes 4head
